Shape up or be shipped out



Despite the Prime Minister, Datuk Seri Anwar Ibrahim himself having emphasised the importance of head of government agencies and departments go down to the ground to know what their people are doing, this has not reached the ears of many in the local councils. 

        I was told that the Datuk Bandar of Petaling Jaya, (soon to be Datuk Seri, now Tuan) Zahri Samington visited the PJKita Wet market quietly on his own. 


        Firstly, the state government (both the Menteri Besar and the state exco in charge of local government) should be made accountable for the failure of the local councils to solve the problems on the ground. 

        It is directly linked to the people that we are appointed to the job either as Council President or the Department Heads. 

        Take for example, I was discussing with the YDP of Selayang, Tuan Shahman Jalaludin. I told him about three humps in my area that need to be fixed. 


        He sent his men to check out the humps and revert to him. Believe it or not, the local council boy did the measurement at a hump which has already been repaired. 

        It is obvious that his intention was to show that the humps follow the specifications. This was also the same excuse given before the humps were eventually repaired previously. 

        Why doing the measurement at the hump which has been fixed before? The MPS boy did not know where the problematic humps are?

        His immediate superior Ir Hj Shaiful Nor Aidil B Mohd Jaya has my mobile number. If the director of landcape can Whatsapp me, why can't Hj Shaiful whatsapp me to find out which hump is problematic? After all, he had been informed several times in the past two years. 


        One reason I have always lost my cool on MPS all the time since 30 years ago is because its staff are always problematic themselves. 

        This picture clearly shows the marks on the humps caused by the lower deck of cars hitting the hump. The MP of Damansara Gobind Singh Deo has also been informed MANY TIMES, but he always give the excuse that the humps are requested by the resident association. 


        To YB Gobind, I have to repeat myself: I have no objection to the Resident Association building the humps. My ONLY complaint all these few years is: the humps are built at an angle that damages the bottom deck of our cars. The marks are there on the humps to prove the point. MPS boys do not have to try to measure the humps and convince the new YDP that the humps meet specifications.

        I have therefore requested the YDP to come down to the ground often enough to see the complaints people have been raising against MPS' quality of work. Through my dealing with them these past 30 years since its first president, Kasjoo Kadis, things have not improved in MPS. 

        I hope the new YDP will take the advice of the PM to carry out Management By Walkabout (MBWA). He should also emulate the Mayor of Petaling Jaya, Tuan Zahri Samington. When I asked him whether there is a good officer handling complaints whom I can channel people's complaints to, he said: 



        Personally, I am impressed with the mayor of Petaling Jaya. I hope he will do a great job to transform Petaling Jaya into a city which can be emulated by other cities in the country. 

        YAB Datuk Seri, the reason why people are against the salary adjustment for civil servants is EXACTLY what I have shown here. 

        Personally, I support your initiative to adjust their salaries to be at least somewhere on par with the private sector but I can understand why people are unhappy with the raise in their salaries unless of course, the underperforming dead wood in the government agencies are either disciplined, cold storaged or totally removed. 

        The ball is on their court. The country can do without these people. Instead, let us promote those who are good and allow them to shine. 

        Without improving the performance of the third tier of the government, it is impossible to achieve the First World status. 

        Datuk Seri, see how difficult it is to get MPS to solve problems on the ground especially since the state government is also ineffective in controlling the local government. In the past, the minister was from another camp, now they are all in the same camp, so no reason why they cannot improve the services to the people. Read this:
